Enhancing and reforming HUD’s major rental assistance programs requires sustainable models that empower communities to address local affordable housing needs. Federal resources have proven insufficient to maintain the existing housing stock and expand assistance to the growing number of cost-burdened renter households. HUD’s evidence-based efforts to address this challenge include major program demonstrations including the Rental Assistance Demonstration (RAD), the Rent Reform Demonstration, and an expanded Moving to Work (MTW) Demonstration.
