There continues to be a discussion of what’s best for low income communities when it comes to their quality of life. At the end of the conversation there appears to be a gap/ silence in the conversation when it appears the community’s feedback does not match the outcome. I would suggest that PD&R conduct a phenomenological study of these low income communities and have them to answer questions based on a SWOT analysis of their community to determine a common theme and if that theme provides a further understanding of what the community actual desires that equates to a better quality of life for them.
